The City of Winder operates under a mayor-council form of government with a six-member elected council, a mayor elected at large, and an appointed professional city administrator.

The Mayor and Council members serve overlapping four-year terms. The City Administrator handles daily administration and management, with policy and guidance provided by the Mayor and Council.

Winder is designated as a Certified City of Ethics by the Georgia Municipal Association, and a Water First Community by the Department of Community Affairs. The City has also received numerous gold and platinum awards for its water and wastewater operations, and well-being awards from Cigna Health Insurance.

The Mayor and City Council's Regular Meetings are scheduled for the first Tuesday after the first Monday of each month at 6:00 p.m. at the Winder Community Center, 113 East Athens Street, Winder. City Council Work Sessions are held at 6:00 p.m. on the Thursday prior to the Tuesday Regular Meeting unless otherwise noted.
