General Qualifications

Mayor

At least 21 years of age, resident of City at least two years, not convicted or sentenced for fraudulent violation of primary or election laws, malfeasance in office or felony involving moral turpitude or conviction of domestic violence under the laws of Georgia or any other state of the United States or if convicted, full civil rights restored for at least ten years from the date of completion of the sentence without a subsequent conviction of any felony involving moral turpitude; qualified voter in the City.

Ward Council Member

At least 21 years of age, resident of City at least one year, not convicted or sentenced for fraudulent violation of primary or election laws, malfeasance in office or felony involving moral turpitude or conviction of domestic violence under the laws of Georgia or any other state of the United States or if convicted, full civil rights restored for at least ten years from the date of completion of the sentence without a subsequent conviction of any felony involving moral turpitude; qualified voter in the City, resident of Ward for at least six months.

Council Member At Large

At least 21 years of age, resident of City at least one year, not convicted or sentenced for fraudulent violation of primary or election laws, malfeasance in office or felony involving moral turpitude or conviction of domestic violence under the laws of Georgia or any other state of the United States or if convicted, full civil rights restored for at least ten years from the date of completion of the sentence without a subsequent conviction of any felony involving moral turpitude; qualified voter in the City.

 



  

Pursuant to O.C.G.A §21-2-131(a)(1), the governing authority of the City of Winder announces the following qualifying fees for the local offices to be filled in the 2025 Municipal General Election:

Mayor - $630.00

Compensation
Council Member: $6,000.00 per year
Mayor: $21,000.00 per year

Type of Election
All City elections are non-partisan. Therefore, there are no primaries or identification of candidate by party. All voters elect Mayor and Council Members at Large. Only voters of their respective wards elect Ward Council Members.

Voter Registration

Due to an agreement between the City and County, the need for separate registration by City residents has been eliminated. Voters who register to vote with Barrow County and who reside in the City will automatically be placed on the City’s voters list.

Advance Voting
Advance Voting will be October 14th – October 31st at the Barrow County Elections Office located at 233 E. Broad St. Winder.

Absentee Ballot: If you wish to vote by Absentee Ballot, contact the Election Office at 770-307-3110. Applications for an absentee ballot will be accepted August 18, 2025 – October 24, 2025. A voted absentee ballot must be returned to the Elections Office no later than 7:00 p.m. on Tuesday, November 4, 2025.

 

Polling Place

The Municipal General Election will be held on Tuesday, November 4, 2025, at the assigned county polling location.

Qualifying and Election Dates

Qualifying Period:

Monday, August 18, 2025 – Thursday, August 21, 2025 from 9:00 a.m. to 4:30 p.m. and Friday, August 22, 2025 from 9:00 a.m. to 12:30 p.m. at the Barrow County Elections Office.

Qualifying Fee:

Candidates must pay a qualifying fee of $180.00 to run for a Council Member’s seat. The Municipal General Election will be to elect three Council Members.

Voter Registration Deadline:

The Voter Registration deadline to be eligible to vote in the City of Winder Election is October 6, 2025. You may register online at sos.ga.gov or contact the Elections Office at 770-307-3110.

Runoff Election: If a Runoff is necessary, it will be held at the Winder Community Center on Tuesday, December 2, 2025. The polling location will be open from 7:00 a.m. until 7:00 p.m.

*The only polling location opened on the Runoff Election Day will be the Winder Community Center located at 113 East Athens Street, Winder from 7:00 a.m. until 7:00 p.m.

Georgia Ethics in Government Act
This law requires certain financial disclosures and campaign contributions reporting, along with requirements for campaign committees.

Campaigning
Various cities, county and state laws prohibit campaign signs from being placed on public right of ways or on public utility poles. Campaigning is also prohibited within 150 feet of any polling place and within the polling place on Election Day. This includes handing out cards, wearing election t-shirts, or buttons or any interaction with a voter which could be construed as an attempt to solicit his or her vote.
