The Winder-Barrow Industrial Building Authority (IBA) exists to develop and promote trade, tourism, commerce, industry, and employment opportunities for the public good and the general welfare of Barrow County, and the state through the creation and development of advanced manufacturing facilities, corporate headquarters, technology centers, for research, development, testing, manufacture, and distribution of a broad range of medical, biological, industrial, agricultural, consumer goods, and/or for other purposes.

The property, business, and affairs of the Authority shall be managed by (5) Directors: The Chairman of the Barrow County Board of Commissioners, the Mayor of the City of Winder, the Chairman of the Barrow County Chamber of Commerce, one appointee from the Barrow County Board of Commissioners, and one appointee from the City of Winder. The appointees shall serve 4-year terms. The remaining members shall continue to serve as long as they hold their respective official positions. Each director shall continue to serve until his/her successor is appointed by the respective governing authority.

The IBA meets the 2nd Monday of every month at 4:00 PM at the Historic Barrow County Courthouse.
