Donald Toms serves as Acting City Administrator for the City of Winder, overseeing the City's day-to-day operations and working closely with City leadership, department directors, and staff.
Toms returns to Winder after previously serving as the City's administrator from 2010 to 2020. Before retiring from public service at the end of 2023, he served as Chief Operating Officer for the City of South Fulton. He brings more than 25 years of experience in municipal and state government.
Toms holds a Master of Public Administration and bachelor's degrees in political science and geography from Florida State University.
The position of city administrator is appointed by the mayor and council. The city administrator is responsible for directing the daily operations of all city departments and works closely with the mayor and council to ensure the vision of the City of Winder's elected officials is realized.
