Joint Development Authority

The Joint Development Authority, along with the Industrial Building Authority, was created to foster economic development and growth in Barrow County and its municipalities. These authorities can facilitate financing with certain tax advantages for eligible projects.

Board Members

The City of Winder Mayor is, by virtue of his office, a member of both authorities. The City of Winder's appointee to the Joint Development Authority is David Smith. Members of the Joint Development Authority serve terms of office of 4 years.
