The City of Winder will assume ownership of Winder Legacy Park later this year, ensuring the long-term care, maintenance, and continued growth for what has, in a short time, become one of the community’s most beloved public spaces.
At its Jan. 6, 2026 meeting, the Winder City Council voted to accept ownership of the park, marking a key milestone in a collaborative effort between the City of Winder and the Barrow County School System.
“I am proud to live in a community of citizens who saw the need for a park and then voluntarily responded to a call to assist both financially and with manpower. Developing the park was the epitome of a complete community effort,” said Winder Mayor Jimmy Terrell. “Parks have the ability to bring people into a city and act as a driving economic engine increasing property values while showcasing positive activities for children and families. Public parks also promote activity that has both physical and mental well-being benefits through providing space for exercise, social interaction, relaxation, and recreation.”
“Winder Legacy Park has quickly become a place where families gather, kids play, and neighbors connect,” said Winder City Administrator Jonathan Lynn. “By transitioning the park to City ownership, we now have direct involvement in the park so we may continue efforts to provide consistent care and long-term planning while preserving the spirit and partnerships that have made the park so special. Our goal is to make sure this park continues to be a source of pride and enjoyment for the community. A debt of gratitude is owed to all involved in this collaborative community effort.”

Park History and Ownership Transition
Opened in June 2024, the park features swings, a zip line, slide, rock-climbing apparatus, and multiple interactive elements designed to support inclusive play for children of all abilities and ages. The park might best be recognized by the Barrowsaurus, a 28-foot rope pyramid climbing structure.
Winder Legacy Park began as one of the first major initiatives of the Barrow Community Foundation, which had the goal of creating a shared space where families could gather, play, and connect.
Funded by more than $5 million raised primarily from private donors, local businesses, and families, Winder Legacy Park was built on land owned by the Barrow County School System. The transition of the park to City of Winder ownership is intended to support long-term maintenance, management, and public access.

The City of Winder currently maintains City Pond Park, Jug Tavern Park, Pine Shore Park, and White’s Mill Park. Transferring ownership of Winder Legacy Park establishes clear responsibility for park operations, including maintenance and staffing, liability insurance coverage, event management, and approval of future improvements.
As part of the agreement, the Barrow County School System will provide the City with $250,000 to help offset maintenance and operational costs during the transition period. The Barrow Community Foundation has indicated that they will continue raising private funds for enhancements, new amenities, and community programming. Those amenities will be developed through a yet-to-be discussed partnership with the City of Winder.
With the ownership transition approved, plans can move forward for future phases of the park, including ideas for a splash pad, dog park, sports courts, reading nooks, and a designated food truck area.
