On May 21, 2018, we became aware of an incident which affected the operability of the City of Winder’s computer network. We are working with law enforcement and leading third-party experts to address the issue. Our investigation, and the investigation of our third-party forensic investigators, is ongoing. We hope to know more very soon. Should we determine that any sensitive information was accessed or acquired, we will move quickly to notify potentially affected individuals and offer protections for those individuals. In the meantime, the City of Winder continues to be committed to the security of the information in our care and we will continue to work to respond to this incident and enhance the protections in place to protect our network.

ADVERTISEMENT FOR BIDS
HIDDEN COURT DRAINAGE IMPROVEMENTS, PHASE 1
Sealed Bids for HIDDEN COURT DRAINAGE IMPROVEMENTS, PHASE 1 will be received by at 25 East Midland Avenue, Winder, Georgia 30680, (770) 867-3106, until 10:00 AM local time on Monday, November 30, 2018 at which time all bids will be publicly opened and read aloud. The OWNER will evaluate all bids received and award the contract based on bid price and qualifications. The CONTRACTOR selected will be notified in writing by the OWNER. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) calendar days.
The work to be done consists of furnishing all materials and equipment and performing all labor necessary to construct HIDDEN COURT DRAINAGE IMPROVEMENTS, PHASE 1 including all associated pipe, structures, grading, erosion and sediment control and other items required to provide a complete project in accordance with the plans and specifications.
Payment of the Contract Amount will be paid on a monthly basis on applications for payment from the Contractor and approved by the ENGINEER based on work accomplished, products furnished and products stored on the site. Such progress payment requests shall be submitted by the Contractor no later than the 25th day of each month during the term of the Contract and shall be paid by the OWNER within thirty (30) days after receipt of progress payment requests, less retainage and other deductions provided in the Contract Documents. Further details concerning the payment provisions of the Contract are contained in Section 14 of the General Conditions of the Contract Documents.
Bidding Documents and Contract Documents Copies of Bidding Documents and Contract Documents must be obtained from ESG Engineering- contact Margaret Hildebrand at firstname.lastname@example.org to procure Bidding Documents and to be added to the Bidder’s List (required to bid on project). No bid will be read aloud if the bidder’s name does not appear on the official Bidder’s List. Digital documents will be provided at no charge and hard copies will be provided upon non-reimbursable payment of $200.
Bonds: All bids must be accompanied by a Bid Bond in an amount not less than five percent (5%) of the amount bid. The Successful Bidder, if awarded the Contract, will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount. The OWNER reserves the right to reject any or all bids, to waive formalities, to re-advertise, or to procure the project by other means.
Contractors bidding on this Project and their Sub-Contractors will be required to comply with all Federal, State, territorial, and local laws. No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder holds Georgia State Contractor’s License of proper classification and in full force and effect, in compliance with Act O.C.G.A. 43.14.
Successful Bidder will be required to perform Work as the Prime Contractor. Work performed by Prime Contractor shall be 70% minimum.
