MS4 Coordinator

The City of Winder is seeking a skilled and motivated MS4 Coordinator to lead stormwater compliance, environmental education, and development review efforts. This role supports the City’s mission to protect water quality, ensure regulatory compliance, and guide responsible growth.

Key Responsibilities

  • Manage MS4 and stormwater compliance programs, including annual GA EPD reporting and five‑year permit renewals.
  • Review development plans and conduct field inspections for stormwater, erosion, and sediment control compliance.
  • Provide technical guidance to engineers, contractors, and City staff.
  • Lead public education and outreach on stormwater and environmental topics.
  • Support environmental monitoring, sampling, and outfall inspections.
  • Supervise Environmental Specialists and assist with budgeting, training, and safety compliance.
  • Respond to stormwater‑related emergencies and after‑hours needs.

Qualifications

  • Bachelor’s degree in Environmental Science, Engineering, or related field.
  • Four years of relevant experience.
  • Valid Georgia Driver’s License and ability to pass background, credit, and drug testing.
  • Preferred: Soil Erosion & Sediment Control Certification, Stormwater Inspector Certification.

Skills & Abilities

  • Strong knowledge of stormwater regulations and the Georgia Stormwater Management Manual.
  • Ability to read construction plans, conduct inspections, and solve complex field issues.
  • Effective communicator with strong public speaking and interpersonal skills.
  • Capable of working independently, supervising staff, and managing multiple priorities.

Working Conditions

This position involves both office and field work, including outdoor environments, varied weather, uneven terrain, and exposure to noise, chemicals, and confined spaces. Must be able to lift up to 65 lbs and maintain reliable attendance. Designated as an essential emergency‑response position.
