City Engineer

The City of Winder is seeking a highly qualified and experienced City Engineer to provide professional engineering leadership and support for the City’s infrastructure, transportation systems, and development activities. This position serves as a critical resource to City staff, consultants, applicants, and elected officials.

Position Overview

Under the general direction of the City Administrator, the City Engineer performs engineering review, contract preparation and oversight, long‑term planning, and management of the City’s transportation and roadway network. The role also serves as a contributing member of the City’s Development Team, ensuring compliance with state and local codes.

Essential Duties

  • Provide oversight of the City’s transportation network, right‑of‑way system, and related capital planning.
  • Direct and coordinate engineering activities, including design review, cost estimating, contract administration, and project management.
  • Manage third‑party engineering contracts for transportation, traffic, stormwater, and planning projects.
  • Oversee the City’s Local Issuing Authority (LIA) program and inspection programs for civil construction.
  • Review subdivision and construction plans for compliance with City codes, engineering standards, and regulatory requirements.
  • Participate in long‑range planning, capital improvement programming, and policy development.
  • Prepare technical reports, studies, and recommendations related to engineering, transportation, and public works.
  • Coordinate engineering activities with internal departments and external agencies.
  • Provide technical guidance to City leadership and support the development of an in‑house engineering department.

Minimum Qualifications

  • Bachelor’s degree in Civil Engineering, Public Administration, Project Management, or a closely related field.
  • Minimum of five (5) years of progressively responsible experience in a related engineering field.
  • Licensed Professional Engineer (PE), or ability to obtain licensure within 18 months of hire.
  • Ability to obtain Georgia Soil and Water Conservation Commission Level 1B and Level 2 certifications within 18 months.
  • Valid driver’s license with a satisfactory driving record.
  • Ability to pass a detailed background investigation and credit check.
  • Must be a U.S. citizen or possess legal authorization to work in the United States.

Preferred Qualifications

  • Master’s degree in a related field.
  • Experience in municipal engineering, site development plan review, roadway construction/maintenance, and capital project management.
  • Knowledge of Georgia DOT specifications and federally funded transportation project requirements.

Working Conditions

This position involves both office and field work. This role may require exposure to construction environments, uneven surfaces, and moderate to loud noise.
