| All City elections are non-partisan. Therefore, there are no primaries or identification of candidate by party. All voters elect Mayor and Council Members at Large. Only voters of their respective wards elect Ward Council Members. |

| Voter Registration: |
| Due to an agreement between the City and County, the need for separate registration by City residents has been eliminated. Voters who register to vote with Barrow County and who reside in the City will automatically be placed on the City’s voters list. The last day to register to vote in the November 3, 2009 election is October 5, 2009. |

| Polling Place: |
| The polling place for the City elections will be at the Winder Community Center, 113 East Athens Street, Winder. Polls are open from 7:00 a.m. until 7:00 p.m. |

| Georgia Ethics in Government Act: |
| This law requires certain financial disclosures and campaign contributions reporting. A handbook and the appropriate forms are in the Clerk’s office of City Hall. Other reports will be necessary in the event of a run off. There are also registration requirements for campaign committees. While we will do our best to give each candidate information to assist in meeting these requirements, it is ultimately the candidates’ responsibility to become familiar with these rules and to file all reports on time. The City is required to report all candidates not filing timely reports to the State Ethics Commission. |

| Campaigning: |
| Various cities, county and state laws prohibit campaign signs from being placed on public right of ways or on public utility poles. Campaigning is also prohibited within 150 feet of any polling place and within the polling place on Election Day. This includes handing out cards, wearing election t-shirts, or buttons or any interaction with a voter which could be construed as an attempt to solicit his or her vote. |
