Joint Development Authority
The Winder-Barrow Joint Development Authority, along with the Winder-Barrow Industrial Building Authority, was created to foster economic development and growth in Barrow County and its Municipalities. These authorities can facilitate financing with certain tax advantages for eligible projects.

The Winder-Barrow Industrial Building Authority, along with the Winder-Barrow Joint Development Authority, was created to foster economic development and growth in Barrow County and its Municipalities. These authorities can facilitate financing with certain tax advantages for eligible projects.
Board Members
The Mayor is, by virtue of his office, a member of both authorities. The City's appointee to the Industrial Building Authority is David Smith. Members of the Joint Development Authority serve terms of office of 3 years.
